Audio: Akuffo Addo is a listening President-Minister

Deputy Minister of Local Government and Rural development Hon. Augustine Collins Ntim has said, the decision by the President to abort the December 17 referendum is a clear sign of a listening leader.

The amendment of Article 55(3) would have pave way for political parties’ participation in the District Level Election and consequently, Parliament would also have amended the Article 243 (1) for the mandate to appoint MMDCEs by the President to change for the electorate rather to elect them (MMDCEs) as their Superintendents at the local level.

The election of the MMDCEs would therefore become an underpinning factor and constitutionally, a political milestone and means of reforming the local governance system.

But the President of the Republic of Ghana, Nana Addo Dankwa Akufo-Addo, called off the holding of the Referendum of 17th December, 2019, citing the lack of a broad, national consensus amongst key stakeholders and the populace.

President Akufo-Addo thus instructed the Minister for Local Government and Rural Development, Hon. Hajia Alima Mahama who is spearheading the process on behalf of government to abort the process and see to the withdrawal of the bills for the amendment of the Constitution, both in respect of article 243(1) and article 55(3).

Addressing the nation on Sunday 1st December, the President indicated the attainment of a broad consensus for him, on a matter as important as the amendment of an entrenched provision of the Constitution is critical.

Speaking on Dinpa anopa bosuo on Monday December 2, the MP for Offinso North said there was the need for the President to direct the local Government Minister to withdraw the bills that could lead to the amendment of Article 243(1) and 55(3)

He said it was surprise to hear leadership of the National Democratic Congress(NDC) and some Civil Society Organization who have been consulted earlier on the referendum to make a u-turn at the 11th hour .
